Lakewood is a Self-Governed Community Based on its Adopted Governing Documents
The Lakewood Property Owners Association (LPOA) is a deed restricted community. When you purchase a home within the LPOA, you are legally and contractually bound by its governing documents. Some documents may only be changed by a vote of membership, and some may be changed by the Board of Directors only after a notification to membership.

Documents that Provide Structure for Board and Staff
Declaration of Covenants, Conditions, and Restrictions (DCC&Rs)
In 1973, the original developers of Lakewood recorded the Declaration of Covenants, Conditions, and Restrictions (DCC&Rs) with Jackson County. This is the master governing document and takes precedence over all others. This document contains information such as member classifications and rights, voting rights, and method and purpose of annual assessments. This document has never been amended. Amending this document would require ⅔ affirmative vote of every record owner in the association.
DCCR's of Parcels
Each Parcel has a Supplemental DCC&R, which contains information specific to each parcel with regard to maintenance assessments, architectural control, etc. Please retain a copy of your Supplemental DCC&R’s for reference. Homeowners who live inside Parcels are bound to both the LPOA and Parcel DCCR’s.
Articles of Incorporation
On or about the same date in 1973, LPOA’s Articles of Incorporations were filed with the State of Missouri. This document established the LPOA as a Missouri Not for Profit Corporation. The articles contain information regarding mergers and consolidations, liabilities, and dissolution. This document was amended in 1985 when the LPOA merged with the East Lake Association, and the LPOA became the surviving corporation.
By-Laws
The first LPOA Board of Directors in 1973 adopted its By-laws. LPOA’s By-laws require a ⅔ vote of the Board of Directors for amendments. This document has been amended many times since 1973. The By-laws contain information such as terms, meetings, and powers and duties of your elected Board of Directors and Committees, and expands on areas listed in your DCC&R’s to better define Officers, Assessments and imposing sanctions for violations.

Architectural Review Board/Alterations Review Committee (ARB/ARC) Guidelines
LPOA’s Architectural Review Board/Alterations Review Committee (ARB/ARC) Guidelines contain the Property Maintenance Codes, process for applying for any improvements, generally acceptable building materials and projects, and enforcement for non compliance. This document evolves and is amended as necessary by a majority vote of the Board of Directors.
Rules & Regulations
LPOA’s Rules and Regulations contain the rules of the lakes, common areas, and facilities of the association, as well as use of residential lots to include parking, signage and enforcement procedures. This document evolves and is amended as necessary by a majority vote of the Board of Directors.

Policies are directed to staff so they can determine how to manage and operate the association. Board can change policy at any time, and there are notification requirements to members.
